Veterans for All Voters Montana Endorses I-194; Campaign Launches Veterans for I-194 Coalition
HELENA, MT — The Montana Plan PAC announced that Veterans for All Voters Montana has endorsed I-194, and that the campaign is launching a new Veterans for I-194 Coalition to bring Montana veterans into the fight to end corporate and dark-money political spending in Montana elections.
I-194, the November 2026 ballot measure known as The Montana Plan, would stop corporations, LLCs, unions, nonprofits, and other artificial entities from using treasury funds to support or oppose candidates or ballot measures, while preserving the right of real people to donate, speak, volunteer, and participate in politics.
Veterans for All Voters Montana is a veteran-led, cross-partisan organization working to elevate veteran voices in our constitutional republic, strengthen trust in democratic institutions, and advance reforms that give voters a greater voice in their government. With its endorsement, Veterans for All Voters Montana (VAV-Montana) joins a growing bipartisan coalition of reform leaders, good-government advocates, and Montanans supporting The Montana Plan I-194.
“As a retired Army lieutenant colonel, I learned that trust is the foundation of every successful team, institution, and mission,” said David Oclander of Veterans for All Voters Montana in an op-ed supporting The Montana Plan. “Without trust, organizations become fragile. Communities become divided. People stop believing they belong to the same story. Our Constitutional Republic is no different. That is why Veterans for All Voters Montana supports The Montana Plan.”
In addition to the endorsement, The Montana Plan is launching Veterans for I-194, a coalition of Montana veterans committed to listening, learning, and leading conversations about how corporate political spending and dark-money networks affect the issues veterans and military families care about. The Montana Plan will work closely with Veterans for All Voters Montana and veterans across the state to ensure Veterans for I-194 is representative of Montana’s veteran community and responsive to the concerns veterans are raising in their communities.

VAV-Montana’s endorsement and the launch of Veterans for I-194 reflect our commitment to building a campaign rooted in the voices of real Montanans, especially those who have served to protect the freedoms and values we all share.”
“This coalition is about more than an endorsement,” Mangan said. “It is about making sure veterans have a meaningful voice in the campaign to pass I-194. Veterans understand service, sacrifice, and commitment to country. They also understand that self-government only works when people believe their voices matter. I-194 is about restoring that principle in Montana elections.”
