On January 31st, 2026, The Montana Plan (TMP) was introduced to Billings residents at The historic Lincoln Auditorium.
Over 700 people came to learn about how TMP bridges divides and connects communities by finding common ground because it removes the barriers of partisanship.
Former Governor Marc Racicot, who served in the 90’s as a Republican and Former Senator Jon Tester, who served 3 terms as a Democrat, came to join an Independent former candidate for
The U S House of Representatives,
Gary Buchanan to talk about why the issue of getting dark money out of politics is one that unites people across the political spectrum.
The founder of TEI, the Transparent Election Initiative, Jeff Mangan, a former Montana State legislator, joined the panel discussion to help explain how the brilliant idea of this initiative can help Montana keep dark money from robbing our citizens of their voices.

Ever since the passing of Citizens United, our elected representatives have been beholden to their big donors instead of being accountable to their constituents.
The Montana Plan is an initiative that needs to get on the ballot in November of 2026 so that “we the people” can vote on it and collectively decide if we want a few wealthy people to determine our fate or if we Montanans want to reclaim our democracy that Citizens United took from us. We can once again, like we did when we ousted the Butte, “America” Copper Kings during The Gilded Age, restore our rights to self-determination.
“We can have democracy in this country, or we can have great wealth concentrated in the hands of a few, but we can’t have both.”
Louis Brandeis
Supreme Court Justice 1916-1939
